Coordinated Assessment Process
The Fording River Extension (FRX) Project is subject to a coordinated provincial and federal assessment process under the B.C.Environmental Assessment Act and federalImpact Assessment Act. The coordinated assessment will provide a comprehensive evaluation of the potential effects of the Project, including identification of related mitigation and management measures, on environmental, economic, social, heritage and health values. There are multiple opportunities for public comment and feedback throughout the process. Learn more about:
The B.C.Environmental Assessment Office (EAO) and the Impact Assessment Agency of Canada (IAAC) are working together in a coordinated manner to align key milestones and deliverables to the extent possible. Final assessment decisions are made independently by the responsible provincial and federal Ministers.
The Minister of Environment and Climate Change Canadadesignated the FRX Project into the Planning Phase of the federal assessment process on August 19, 2020. The Project is expected to be subject to a federal assessment in coordination with the provincial assessment process.
In November 2020, Teck submitted a request to put the federal process temporarily on hold to coordinate the provincial Environmental Assessment Readiness Decision and federal Notice of Determination. The federal process will restart just prior to timing for the Environmental Assessment (EA) Readiness Decision.
Teck submitted the Detailed Project Description to the B.C. EAO in late-July 2021. Acceptance of the DPD by the EAO ends the Early Engagement Phase and starts the EA Readiness Phase. The EA Readiness Phase is currently in process. Click hereto learn more about the Detailed Project Description.
Engagement efforts to understand concerns and issues from potentially affected Indigenous Peoples, government agencies, local communities and the public began in late-2018 and will continue over the duration of the Project.
The coordinated assessment process is expected to take several years and will include multiple government designated opportunities for public participation and input. Submitted Initial Project Description
Coordinated Assessment Process has finished this stage
In April 2020, Teck submitted the Initial Project Description (IPD) and early engagement plan to the B.C. Environmental Assessment Office (EAO). The federal IPD was submitted to the Impact Assessment Agency of Canada (IAAC) in October 2020.
Early Engagement Phase
Coordinated Assessment Process has finished this stage
The early engagement / planning phase included a 45-day public comment period (May 8 to June 22, 2020) on the provincial IPD and 20 days (October 12 to November 3, 2020) on the federal IPD.
Detailed Project Description
Coordinated Assessment Process has finished this stage
The Detailed Project Description (DPD) describes the Project, identifies key concerns, how feedback has been considered, and informs the scope of the impact statement / application (IS/A) and assessment. The provincial DPD was submitted July 2020; the federal IPD submission is pending.
EA Readiness Decision/Notice of Determination
Coordinated Assessment Process is currently at this stage
The EAO seeks consensus on whether the Project is ready to enter the environmental assessment process. The IAAC confirms if a federal assessment is required. Both processes are informed by the DPD.
IS/A Scope and Requirements
this is an upcoming stage for Coordinated Assessment Process
The EAO and IAAC set the scope and terms of reference for the IS/A (main application) and assessment. Includes public comment period.
IS/A Preparation
this is an upcoming stage for Coordinated Assessment Process
Environmental, social, economic, health, and heritage effects are assessed, including identification of mitigation or management measures. All information is compiled into a single IS/A.
Submit IS/A
this is an upcoming stage for Coordinated Assessment Process
The draft IS/A will be submitted to the EAO and IAAC for regulatory review. This application is the main assessment submission for the Project.
IS/A Review
this is an upcoming stage for Coordinated Assessment Process
The EAO and IAAC will coordinate review of the draft IS/A. Includes public comment period. This is the main submission that will undergo regulatory review. The IS/A will be updated to ‘Final’ on completion of the review to initiate the Decision stage.
Decision
this is an upcoming stage for Coordinated Assessment Process
On submission of the Final IS/A, the EAO and IAAC will prepare decision recommendations, including conditions, that will be provided to their Ministers for decision on whether to approve the Project.
